Toward Understanding the B[e] Phenomenon. II. New Galactic FS CMa Stars
FS CMa stars form a group of objects with the B[e] phenomenon that werepreviously known as unclassified B[e] stars or B[e] stars with warm dust(B[e]WD) until recently. They exhibit strong emission-line spectra andstrong IR excesses, most likely due to recently formed circumstellardust. These properties have been suggested to be due to ongoing orrecent rapid mass exchange in binary systems with hot primaries andvarious types of secondaries. The first paper of this series reported ananalysis of the available information about previously known Galacticobjects with the B[e] phenomenon, the initial selection of the FS CMagroup objects, and a qualitative explanation of their properties. Thispaper reports the results of our new search for more FS CMa objects inthe IRAS Point Source Catalog. We present new photometric criteria foridentifying FS CMa stars as well as the first results of ourobservations of nine new FS CMa group members. With this addition, theFS CMa group has now 40 members, becoming the largest among thedust-forming hot star groups. We also present nine objects with noevidence for the B[e] phenomenon, but with newly discovered spectralline emission and/or strong IR excesses.Partially based on data obtained at the 6 m BTA Telescope of the RussianAcademy of Sciences, 3.6 m Canada-France-Hawaii Telescope, 3 m ShaneTelescope of the Lick Observatory, 2.7 m Harlan J. Smith and 2.1 m OttoStruve Telescopes of the McDonald Observatory, 2.1 m telescope of theSan Pedro Martir Observatory, 1.5 m telescope of the Loiano Observatory,and 0.8 m telescope of the Dark Sky Observatory.

Fundamental parameters and evolutionary state of the Herbig Ae star candidate HD 35929
HD 35929 is a pre-main-sequence Herbig Ae star candidate that exhibitsemission in the Hα line and a weak IR excess. Although itsluminosity type was estimated as IV from low-resolution spectroscopy,the insignificant HIPPARCOS parallax (0.88±0.93 mas) contradictedthe low luminosity. To resolve this discrepancy, we took 3high-resolution optical spectra of the star (region 5200-6915 Å, R˜60 000) and used an archival one (4000-6800 Å, R ˜48000). Our analysis of the spectral and photometric information showsthat HD 35929 is an F2 III star with Teff=6880±100 K,log g = 3.3±0.1, log L/Lȯ=1.7±0.2, v sini =70±5 km s-1, M=2.3±0.2 Mȯ, amild metal deficit [Fe/H]=-0.2±0.1, and a weak interstellarreddening (AV ˜0.1 mag) at a distance D = 345±60pc. These results confirm an earlier suggestion by Marconi et al.(\cite{marc00}) that HD 35929 is located within the instability strip.At the same time, we argue that it is not a young object, but rather apost-main-sequence giant. The fundamental parameters and IR excess of HD35929 are similar to those of HD 19993, an emission-line late A-typegiant recently discovered by us (Miroshnichenko et al. \cite{mir03}).These objects might represent a group of evolved intermediate-mass starswith an enhanced mass loss.

The Pul-3 catalogue of 58483 stars in the Tycho-2 system
A catalogue of positions and proper motions of 58483 stars (Pul-3) hasbeen constructed at the Pulkovo observatory. The Pul-3 is based on theresults of measurements of photographic plates with galaxies (Deutsch'splan). All plates were taken using the Pulkovo Normal Astrograph (thefirst epoch is in the 1950s and the second epoch is in the 1970s).The Pul-3 catalogue contains stars of mainly 12 to 16.5 mag in 146fields with galaxies in the declination zone from -5o to+85o. The Tycho-2 has been used as a reference catalogue.The mean epoch of the Pul-3 is 1963.25. The internal positional accuracyof the Pul-3 catalogue at the mean epoch of observations is ±80mas. The accuracy of the proper motions is mostly within ±3mas/yr to ±12 mas/yr. Comparisons of the Pul-3 with Tycho-2 andARIHIP have been done at the mean epoch of the Pul-3. HD 19993 and HD 29035: New bright A-type emission-line stars
We present the results of photometric and spectroscopic observations oftwo A-type stars (HD 19993 and HD 29035), optical counterparts of theIRAS sources (F03108+3729 and 04331+5211, respectively). Hα lineemission is found in the optical spectra of both objects for the firsttime. Our analysis of the spectral line profiles and the photometricinformation shows that HD 19993 is an A7/8 II star (Teff~7500+/-200 K, log g =2.7+/-0.2, v sin i =35+/-2 km s-1,M=4.8+/- 0.8 Msun ) with a mild metal deficit ([Fe/H] ~-0.3+/-0.1), while HD 29035 is a B9/A0 V star (Teff ~10 000K, log g ~ 4, vsin i ~ 150 km s-1). The presence of an IRexcess and the Hα emission in combination with a very differentlocation in the Hertzsprung-Russell diagram suggest the different natureand evolutionary stages of the objects. We conclude that HD 29035 is acandidate Herbig Ae type star, a possible member of a group of similarobjects. HD 19993 seems to be a post-main-sequence object.

GPM1 - a catalog of absolute proper motions of stars with respect to galaxies
The description of the first version of the General Compiled Catalogueof Absolute Proper Motions (GPM1) for a sample of HIPPARCOS stars,derived with respect to galaxies within the plan called Catalogue ofFaint Stars (KSZ, Deutch 1952), is presented. The principal aim of theGPM1 construction was to provide absolute proper motions of stars todetermine the rotation of the HIPPARCOS system. The GPM1 cataloguecontains 977 HIPPARCOS Input Catalogue stars with V magnitudes $5^m -11^m in 180 fields north of -25 degrees of declination. The accuracy ofthe proper motions is 8 mas/yr (milliarcseconds per year). Comparison ofproper motions of GPM1 with those of the PPM and ACRS was performed andanalyzed with respect to systematic errors caused by spurious rotationof the FK5 system. The standard errors show that the rotation may bedetermined with an accuracy better than 1 mas/yr.
